What is an "Auxiliary Communications Service?"

At its core, an "Auxiliary Communications Service" refers to a backup communication system, typically utilizing amateur radio technology, designed to provide reliable communication during emergencies or when primary networks are unavailable, often managed by a dedicated group of licensed radio operators who volunteer their expertise and equipment to support critical communication needs in times of crisis.
