New adversarial strategy game brings realistic incident command experience to Fremont County volunteers
Fremont County Amateur Communications System (FCACS) is pleased to announce the addition of Emergency Operations Center: Chelsea County, USA – Complex Coordinated Attack 8 (CCA8) to our training resources. This advanced emergency management strategy game offers volunteers a hands-on, immersive way to practice Incident Command System (ICS) principles and emergency operations center procedures in a realistic, high-pressure environment.
What is CCA8?
CCA8 is not your typical tabletop exercise. Designed as a true adversarial strategy game, it pits a "blue team" of emergency managers and first responders against a fully developed hostile "red team" with its own objectives, tactics, and extrication plans. This dynamic structure creates unpredictable, evolving scenarios that force players to think and react like real incident commanders facing active threats.
Why It Matters for FCACS Volunteers
The game has earned praise from emergency management professionals for its tactical authenticity. As one reviewer noted: "A tactically sound game with a lot of chaos to deal with. I would recommend all first responders use this game to have a better understanding of things going wrong."
Key Training Benefits:
- True adversarial play — Unlike traditional tabletop exercises, CCA8 features a thinking opposition that adapts and responds, creating realistic uncertainty and forcing dynamic decision-making
- High-fidelity simulation — Integrates authentic ICS structure, EOC crisis and consequence management, multi-agency coordination, and realistic time pressure
- Decision-making under uncertainty — Players must assess incomplete information, allocate limited resources, and adapt strategies as situations evolve
Who Should Play?
CCA8 is ideal for emergency managers, first responders, public safety students, Homeland Security programs, and agencies seeking serious, hands-on training tools. The game works equally well for groups wanting an immersive cooperative experience and those looking to test their skills against realistic adversarial pressure.
